          -     FEI Special Regulations for Pony Riders and Children, 7th edition, effective 1st January 2002,

               FEI Rules for Jumping Events, 21st edition 2003, revised 2004 and, if applicable, the Rules for the World Cup Jumping Events, 10th edition, 2004/2005 season, 

               and all subsequent corrections and modifications to the above Rules and Regulations as published by the FEI. 

          -     An arbitration procedure is provided for under the FEI Statutes and General Regulations as referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies must be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.

The Chief Steward is responsible for ensuring that FEI Regulations relating to Art. 136 are respected by riders before entering the arena. Competitors not complying with Art. 136 will not be permitted to enter the arena during the competition.

VETERINARY REGULATIONS, 9th Edition, 1st January 2002 (see website www.horsesport.org). 

VETERINARY EXAMINATIONS, HORSE INSPECTIONS & PASSPORT CONTROLS 

These will be carried out in accordance with the “Veterinary Regulations”, Art. 1011 & the discipline rules. 

“General Regulations”, 21st Edition, effective 1st January 2005:

 

Art. 139.1

Every horse entered must have an official, valid FEI Passport, or a National Passport approved by the FEI accompanied by an FEI Recognition Card, as a means of identification and to establish ownership.   

EQUINE INFLUENZA VACCINATION, VET. REGS. APPENDIX VI  (except events taking place in NZL & AUS) 

All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster injection must be recorded as having been given within each succeeding 6 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables. 

The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer's instructions which will fall within the stipulation of the FEI ruling.                                                                                                                                                       

                                                   VETERINARY ASPECTS "B"

 

A)  HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES 

All horses coming from foreign countries must present the required tests by the Ministerio de Agricultura y Ganaderia de Costa Rica. 

B)  CUSTOMS FORMALITIES 

Horses coming from the southern border must enter through the Paso Canoas customs, and horses coming from the northern border must enter through the Penas Blancas customs. Both customs open at 7:00 AM through 6:00 PM. The required documents are those designated by the Ministerio de Agricultura y Ganaderia de Costa Rica. The customs agency recommended by the OC is Humberto Alvarez. 

NFs holding an international event in their country should inform their National Veterinary Authority and their Customs Authority at least four weeks beforehand. They should request every facility to assist the movement of horses accompanied by FEI Passports, and the necessary veterinary certification at frontier crossing points into and out of their countries. (Vet. Regs. Art. 1004.2)

All complaints and objections to be valid must be made in writing and accompanied by a deposit of CHF 150.- or equivalent.

3)      PRIZE ‑ CLASSIFICATION ‑ (Art. 128, 129)  

       The competitor with the highest score after the three qualifying rounds will be declared “Champion” of the category on the last day of the event.  If there is a tie in accumulated scores for “Champion”, “Sub-Champion” and “Third Place”, the classification will be according to the results of the last day of the trails of competition.  

                Points will be given out according to the following:

                                   1st place: number of riders + 1

                                   2nd place: number of riders – 1

                                   3rd place: number of riders – 2

                                         etc.

 

             TEAM COMPETITION

Teams will be formed by 6 riders, one from each category, the worst rider each day will not count for the classification.  If any team only has 5 riders, a national rider will be lent to them in any of the categories that they are unrepresented, this rider will be drawn. Countries with less than 4 riders may not enter the team competition.  

The host country, Costa Rica, will have the right to enter 2 teams, which will be chosen by the organizing committee. Only one of these teams may enter the top three places.

Teams must be named before the first competition.  Any country that does not enter their team before the first competition may not enter the competition.  

The points for the team competition will be given out accordingly:  

First place

Number of teams + 1

Second place

Number of teams - 1

Third place

Number of teams - 2

Fourth place

Number of teams – 3

 

 

The team with the most point will be declared CHAMPION.

In case of a tie, the results of the last day will determine the winner.  If there is still a tie the results of the second day, and so on.

Ten riders will present themselves to the prize giving ceremony.

          7)    INSURANCES

“All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses/ponies. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.”  

          8)   EVENT'S ORGANISATION ‑ (Art. 115.2)

                In exceptional circumstances, together with the approval of Chefs d'Equipe and Ground Jury the OC reserves the right to modify the schedule in order to clarify any matters or matters arising from an omission or due to unforeseen circumstances. Any such changes must be notified to all competitors and officials as soon as possible and they must be reported to the Secretary General by the Foreign Judge.  

          9)   ENTRY RIGHT TO SHOWGROUNDS (Art. 133)

                The entry right to showgrounds is open.  

10)  SAFETY CUPS

The manufacturer of the safety cups is Beck and Heun, sold by Jumps USA.  

11)   DISPUTES

In the event of any discussion concerning the interpretation of the schedule (in translated languages), the English version will be decisive.  

12)  DRAW

One horse from each category will be lent to a foreign rider. Every national rider from every category must share their horse with a foreign rider. There will be a draw held to determine which rider will ride which horse. In the Open 1.10 m category the owner of the horse may choose which foreign rider will ride the horse. The name of the foreign rider must be given to the OC before February 1st, or the horse will enter the draw.

The first draw will determine the horses that foreign riders will ride.  Horses that are not drawn by foreign riders will be placed on reserve, and the order of the reserve horses will be determined by the organizing committee.  In case of injury, the foreign rider will finish competition on a reserve horse, following the previously determined order, and will keep their original points.   

There will be no second round for reserve horses.  

The organizing committee has the right to expel from competition any horse which does not meet their standards.  The organizing committee will evaluate the horses entering the draw for the foreign riders.

The organizing committee reserves the right to enter horses in a different category than the national rider is competing, with the authorization of the owner.

A second draw will determine the entrance order for the horses on the first day of competition. The national riders will ride first, and in the same order the foreign riders, after them.  The second day will be in reverse order from the first day, with the foreign riders riding first.  The entrance order for the last day will be in reverse order for the cumulative points for every rider.  In case of a tie, the results for the second day will determine which rider rides first.  A reasonable time frame will be given in between rounds for each horse.

Foreign riders may NOT change the bit that a horse uses without authorization from the horse’s owner or trainer.

Any change in horses for a foreign rider must be requested to and approved by Mrs. Diana Faccini and contest veterinarian Dr. Antonio Alfaro.     

13)  FOREIGN RIDERS

Foreign riders who need accommodations must inform the OC before February 1st 2006, and the OC will try to find a family house for them to stay at. Foreign riders must not pay the registration fee in order to compete. All foreign riders must be approved by their NF’s. All children and pre-children must present their passport at the technical meeting.

 

STABLE SECURITY/STEWARDING AT INTERNATIONAL EVENTS

 

     MINIMUM REQUIREMENTS TO ENSURE IMPLEMENTATION OF VRs ART. 1005.2.5  

1.      ACCESS TO STABLE AREA  

         For an optimal stable security, the stables will be completely enclosed within a suitably restrictive perimeter (stable area) which will act both as a deterrent to the admission of unauthorised persons and to the exit of horses/ponies. The area is sufficiently large to allow horses/ponies to be evacuated from the stables in an emergency, but still remain within the confines of the perimeter.  

         Access to stables will be limited to those persons indicated in VRs Art. 1005.2.5.2.

 

2.      CONTROL OF ACCESS  

         A control system will operate at all entrance gates so that there is an efficient and reliable method of identifying those who enter and leave the stable area at any time.

         Extra vigilance will be used in establishing the identity of persons and reasons for entering the stables during the night.  

 

3.      STEWARDING OF STABLE AREA  

         At least one stable steward directly responsible to the Chief Steward will be present or readily available in the vicinity of the stable area 24 hours a day during the entire duration of the event. Deputies as required may assist him. The steward/deputies will regularly patrol the stable area, without establishing any predetermined pattern, to discourage any form of illegal practices or abuses to horses/ponies.  Any misdemeanours will immediately be reported to the stable steward who must, in turn, report to the Chief Steward.  

         The duty of the stewards is therefore to safeguard the welfare of the horses/ponies and to prevent any form of illegal practices.

 

4.      GROOMS  

         It is appreciated that grooms wish to remain with their horses/ponies during the night. Only grooms duly registered with the OC are permitted to do so.  

         The Person Responsible must ensure that his/her grooms, or any other authorised persons with access to his/her horses/ponies, are familiar with the security and stewarding procedures operating at the event attended.  

 

5.      MOVEMENT THROUGHOUT EVENT GROUNDS  

         Movement of horses/ponies between the stables, practice, grazing and main arena will be strictly controlled.  

6.      STEWARDING OF PRACTICE ARENA  

         The Chief Steward will ensure that the practice arena is adequately stewarded at all times that it is officially open.  He will also ensure that all practice arenas are subject to random control when they are officially closed.  

7.      GRAZING AREA  

         A grazing area will be provided and it is subject to random control. Horses/ponies must only be grazed or walked in hand within this area.  

The Foreign Judge/TD at events will be specifically asked to check that the relevant requirements are met, as reasonably as can be expected depending on the discipline, and to clearly indicate any shortfalls, following which consideration may be given to altering the category of the event in future.

 

THE FEI CODE OF CONDUCT  
FOR  
THE WELFARE OF THE HORSE
 

The Fédération Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.  

1.            At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.

2.            Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.  

3.            Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.  

4.            Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.  

5.            The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.
