  1. General Conditions

The Event will be run in accordance with:
-         FEI Statutes 21st edition effective April 2004;
-         General Regulation 20th edition 2000;
-         FEI Veterinary Regulations 9th edition, effective 1st January 2002;
-         FEI Rules for Vaulting Events 5th edition 2001;
-         All subsequent corrections and modifications as published by the FEI with their provisions taking precedence;

An arbitration procedure is provided for the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official body is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne (Switzerland).

Non provided for cases will be solved as follows:
-         technical cases: by the Ground Jury, if necessary by Appeal Committee;
-        
non technical cases: by the Organising Committee;

Competitions
All Competitions will be held indoors.

Competition arena

- 25 x 20 m
- sand and wooden shaving

Practice arena

- 2 circles 20 m (diameter)
- sand and wooden shaving

Tests

Team Vaulting Competition CVI**/CVI*(Art. 730-739)
Team Competition will be held over one full round and only free test in the 2. round –
1st round consists of compulsory test and free test
2nd round consists of  free test
The 12 best teams after the first round are eligible to participate in the second round.
Age limit for vaulters taking part in Team Competition is 18 years – until the end of the calendar year in which he/she reaches 18 years (all vaulters who was born in 1986 and younger).
It is the responsibility of NFs to ensure that competitors are of the correct age.

Team Vaulting Competition CVI* (Art. 703, 709, 714)
Horses must canter left. Team consists of six + one (reserve) vaulters only.
The upper age is 21 (all vaulters who was born in 1983 and younger).

Individual Vaulting Competition CVI** (Art. 741-748)
Individual Competition will be held over two full rounds –
1st round consists of compulsory test and free test
2nd round consists also of compulsory and free test
There is separated classification for females and for males.
In the 2nd round, all individual vaulters may start.
In this competition may start vaulters, who are 14 years old – from the beginning of the calendar year in which he/she is 14 years old (all vaulters who was born in 1990 and older).

It is the responsibility of NFs to ensure that competitors are of the correct age.

Only the participants officially entered by their NF and invited by the P.E.F. may participate:

      -         45 vaulters per NF
-         2 teams of 9 vaulters and 3 teams of 7 vaulters per NF
-         10 individual vaulters

Note – the O.C. may reduce the participation of the teams and/or individual vaulters per nation, according to the number of definite entries. Please point out the priority team and individual vaulters. 

Number of longeurs and horses per NF:
-         1 longeur and 1 reserve longeur per individual + 1 horse and 1 reserve horse per individual;
-         1 longeur and 1 reserve longeur per team + 1 horse and 1 reserve horse per team;

Number of attendants per NF:
-         1 Chef d’Equipe;
-         1 groom per 3 horses;

Participation of EUR 110,- per person includes:

The costs overtime of each day before or after 25.-27.June 2004 (as above) are EUR 35,- per person, per day.

Please, for good organisation information about overtime accomodation and meals must be sent with nominated entries to the O.C.

Horses
Horses are accommodated in boxes. The first litter (straw buddle) and one straw buddle per day are supplied by the O.C.. Horse food is on the competitor’s charge.
A contract of EUR 10,- is required per horse per day.
The costs overtime of each day before or after 25.-27.June 2004 (as above) are the same - EUR 10,- per horse, per day.
Please send the information about the arrival of horses to the Organiser as soon as possible.
 

Advertising and publicity on competitors and horses
Competitors may carry the logo of their team or personal sponsor within the Art. 136.1-2 of the General Regulation.

  1. Veterinary matters

Event ground veterinarian :                         Dr Zbigniew Graszka (POL) 

Horse examination and passport checking shall be carried out on Friday, June 25th 2004, at 4.00 p.m. onwards with the agreement of the special Veterinary  Regulation (Art. 1011). Annex VII nº 4+8 and Vaulting Rules Art. 717. 

General Regulations 20th Edition 2000, will apply:
Art. 139.1 “Every horse entered for any competition at CVNs, CVIs* as indicated in Appendix F in a foreign country, and all horses entered for CVIs**, CVIOs, Championships Regional and Olympic Games, whether at home or in foreign countries, must have an official FEI passport or a national passport approved by the FEI with the FEI recognition card as means of identification and to establish ownership.”
Art. 139.2 “Horses taking part in CVNs, CVIs* as indicated in Appendix F in their own country are not required to have such a passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable by diagram and, unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin, all horses must have a valid vaccination certificate.” 

Equine influenza vaccination (Vet.Reg.App.VI)
All horses and ponies for which an FEI passport or a National Passport approved by the FEI has been issued must have the vaccination section endorsed by a veterinarian who is not the horse’s owner, stating that it has received two injections for primary vaccination against equine influenza given not less than 21 days and not more than 92 days apart. In addition, a booster injection must be recorded as having been given within each succeeding 12 months subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days, including the day of the competition or of entry in to the competition stables.

The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer’s instructions which will fall within the stipulation of the FEI ruling. In many cases booster injections are recommended or required by the manufacturers or national authorities/regulating authorities at intervals more frequent than 12 months. 

Sampling for prohibited substances (Vet.Reg.Chap.5-6,Ann.3)
Special guidelines are applicable for events covered by the FEI’s Medication Control Program (Group I & II). At all other international events horses are subject to sampling for Prohibited Substances. Such samplings are compulsory during CVIOs, Championships and Games, and recommended for other CVIs* and CVIs**. 

Madication Control Program (groups I & II)
Competitors at CVIs*/CVIs**, CVIOs, Championships and Games must pay the equivalent of SFr 12,50 per horse per event, regardless of the number of competitors who ride the particular horse, to the Organising Committee towards the cost of the above Program.

Under the Medication Control Program (MCP) in Groups I and II (Western Europe), all samples collected in accordance with Vet.Regs.Art. 1017.1 will be analyzed by the:  Laboratoire des Courses Hippiques (LCH)

Health requirements for the entry of horses
It is compulsory for all horses attending this event to be provided with an import Veterinary certificate appended to the Schedule
 

  1. Customs formalities

There are no extra custom documents for Polish border.
ATA carnet and horse FEI passport is obligatory.

  1. Miscellaneous

Objections/Complaints (Art. 167-171)
To be valid, all objections must be recorded in writing and be enclosed to CHF 150,00 deposit.

Prize giving Ceremony
All the competitors will participate in the closing ceremony, dressed as for the competition or in theirs national/club color.
Details on announcement of results and prize giving will be explained in the welcome documents.

Prizes (Art. 725.1)
- cups, rosettes, gifts, souvenirs;

            Doctor, Veterinarian, Farrier
Medical and veterinary assistance, as well as farrier services will be paid by the owners, vaulters, riders or concerned persons.
            The O.C. will not intervene in those settlements.
           

            Insurance
All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses.
They are therefor strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up-to-date.
Would a competitor’s insurance fail to provide proper compensation, the organiser’s civil liability insurance should in no case be applied.
Further competitor’s horses and personal equipment is their own responsibility throughout the event. They must also cover the repatriation costs in case of accident.
Consequently, participants waive all claims they could enact against the organiser.
Liability: The Organising Committee and its representatives shall not be liable for any material damage, or phisical harm suffered by competitors, the horses and the stable personel as a result of accidents. Damage to vehicles, saddlery and other equipment as

a result of any cause whatever, including theft, loss and fire, shall not be the responsibility of the Organising Committee and its representatives. Accordingly, the participants renounce any and all rights af recourse against the organisers. 

In case not properly covered, no claims could be made against the Organising Committee liability insurance.

Organisation of the Event
The Organising Committee reserves the right to apply any correction to the draft schedule made necessery by inexact interpretation or omission or unpredictable circumstances (Art. 114 and 115 of G.R., in agreement with the FEI). 

Stables security/stewarding at International Events (Art. 1005.2.5.2. of the Vet. Reg.)
Limited admission to the area during the Event. The only persons authorised by the O.C. to enter the stables area are:
-         Technical Delegate;
-         Members of Ground Jury and Appeal Committee;
-         Veterinary Commission/Delegate, treating Veterinarians;
-         Official farrier and team farriers, individual competitor’s private farrier;
-        
Persons responsible for horses (1 longeur, 1 individual per horse and 2 vaulters per team will have a pass to enter the stable area), not more than one owner per horse;
-         Chefs d’Equipes;
-        
Trainers;
-         Grooms;

All underlined category of persons, if they want to use this advantage must write to the O.C. a request together with the nominated entries;

Music on music cassetes and/or CDs.
 

Training in the riding hall
Official training for Teams and Individuals will be possible on Friday, June 25th 2004 from 9.00 a.m., according to the training plan.

THE FEI CODE OF CONDUCT
FOR
THE WELFARE OF THE HORSE
 

The Federation Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 

1.      At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 

2.      Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 

3.      Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions stabling, site safety and fitness of the horse for onward travel after the event. 

4.      Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 

5.      The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.
