General Conditions
This
event is organised in accordance with:
FEI Statutes (21st edition, effective 2004),
General Regulations (20th edition, effective 1st January 2000), revision April 2001
Veterinary Regulations (9th edition, effective 1st January 2002),
Rules for Vaulting Events (5th edition, 2001), and all subsequent published revisions, the
provisions of which will take precedence.
An
arbitration procedure is provided for in the FEI Statutes and General Regulations referred
to above. In accordance with this procedure, any appeal against a decision rendered by the
FEI or its official bodies is to be settled exclusively by the Court of Arbitration for
Sport (CAS) in Lausanne, Switzerland.

5.1 Types of competitions
Team vaulting according to art. 730-740.
Individual vaulting according to art. 741-750.
5.2 Competitions
Class 1. Team Vaulting Competition.
The competition consists of two
rounds. For the final placements the results of both rounds will be added. The compulsory
and the free test are performed separately in both rounds. All teams of the first round
are allowed in the second round. Starting order according to the reverse placing of the
first round.
Participants:
8 vaulters and 1 reserve vaulter, born 1986 or later.
Horses:
Horses or
ponies, age 7 years or older.
Entry fee:
Euro 90:- per team.
Class 2. Individual Competition Women.
The competition consists of two
rounds. For the final placements the results of both rounds will be added. The compulsory
and the free test are performed separately in both rounds. All vaulters of the first round
are qualified for the second round.
Participants:
Female vaulters born 1990 or earlier.
Horses:
Horses or
ponies, age 7 years or older
Entry fee:
Euro 15.- per individual
Class 3. Individual Competition Men.
The competition consists of two

Invitations
Invited
Nations: ARG, AUS, AUT, BEL, BRA, CZE, DEN, ESP, FIN, FRA, GER,
GBR, HUN, ITA, NED, NOR, POL, SUI, SVK, SWE, USA.
Teams: Each foreign National Federation (NF) can enter six teams. Up to 12 vaulters, one
horse and one reserv horse, one longer and one reserv longer are named at the date of
entry. Only 8 vaulters, 1 reserv vaulter and 1 longer in each team may participate in the
competition. The host organiser reservs the right to invite up to 10 teams.
Individuals: Each foreign NF can enter up to 6 male and 6 female individual
vaulters. For each individual vaulter one horse and reserv horse, one longer and one
reserv longer may be entered. The host organiser reservs the right to invite up to 12 male
and 12 female individuals.
Grooms and attendants: Unlimited number of grooms and attendants may be entered.
On the occasion of its
statutory Meeting held in Berne, 28th May 1990, the Vaulting Committee agreed that, unless
the provisions of horses by the Organising Committee is stipulated in the Draft Schedule,
any vaulters arriving at an Event without horses shall be refused.

Entries
Entries in principle: July 2,
2004
Detailed entries with all
information: Name and age of individual vaulters, name of vaulting teams, club,
association or group, name of longeurs and horses. Entries for Teams (Art. 712.1).
Note: A binding reservation of stable boxes should be made at this
date, see also P 8, regarding stabling of horses. In case of missing payment of the fee
for stable boxes, the National Federation will be charged.
The name of vaulters constituting the team need to be
given.
All final data about participating horses (name, age, breed etc) according to enclosure
must also be given at this date.

Special Rules
Starting order: Chef d'Equipes or longers must declare the composition of the
teams and the names of the individuals and the horses by 17.00 hours on September 3rd. The
starting order will be drawn for all horses at the meeting of the Chef d'Equipe on
September 3rd. The starting order of the second round will be according to the marks of
the first round. The vaulter with the highest mark will start at the end.
Music: Music cassettes or CDs must be brought for all participants and delivered to the
speaker's office one hour before start of the competition the first day.
Accommodation of Chef de E´quipes, Competitors, Longers and
Grooms:
Accommodation will be at the expense of the participants. See the enclosed list of
recommended hotels/youth hostels.
Meals will be arranged att the
expense of the participants.
Time of Arrival: The time and date of arrival of vaulters and horses and their
means of transportation must be given to the OC, no later than on August 10th in order to
facilitate them on arrival.
Local transportation arrangements: Transportation from place of accommodation to the show
ground will on request be arranged for.
Stabling of horses: Boxes for horses will be available on request from Thursday
September 2nd, 15.00 hours until Monday, September 6th, 12.00 hours. A global stable fee
of Euro 75:- per stable box (also for spare box) for all days, regardless of number of
days the horse is stabled, will be charged. The charge includes straw. Forage is available
at current prices.
Payment of entry fees and stable boxes according to enclosure must
be made together with the definite entry on August 10th the latest, for the
entry to be accepted.

Transport: There is no reimbursement by the OC for transport and travelling
costs.
Doctor: Nurse present by the arena during the competition. Ambulance nereby.
Prizes: Trophies for the 1st - 5th place. Rosettes and a small gift to all placed competitors. Stable plaques to all participating horses.
9. Veterinary Matter

9.2 Veterinary examinations,
Horse inspections and Passport controls
These will be carried out in
accordance with Vet. Regs. Art. 1011; Rules for Vaulting Events Art. 717.
9.3 Veterinarian, Farrier stand-by during competition.
9.4 Veterinary examination upon
arrival of the horse according to Art. 1011.5. Veterinary inspection of the horse before the competition starts according to
Art. 1011.6 on Friday, September 3rd, 2004 at
15.00 hrs
9.5 General Regulations
(20th Edition, effective 1January 1st 2000) will apply:
Art. 139.1
"Every horse entered for any competition at CVNs and CVIs* as
indicated in appendix F, in a foreign country, and all horses entered for CVIs**, CVIOs,
Championships, Regional and Olympic Games, whether at home or in foreign countries, must
have an official FEI Passport, or a National Passport approved by the FEI, accompanied by
an FEI Recognition Card, as a means of identification, and to establish ownership".
Art. 139.2
"Horses taking part in
CVNs, and CVIs* as indicated in Appendix F in their own country are not required to have
such passport as is mentioned in paragraph 1. All such horses must be properly registered
and, identifiable by diagram, and unless there is no national requirement for equine
influenza vaccination in the host country and in the country of origin, all horses must
have a valid vaccination certificate."
Equine Influenza Vaccination, Vet. Regs. Annex VI
All horses and ponies for which
an FEI Passport, or a National Passport approved by the FEI has been issued, must have the
vaccination section endorsed by a veterinarian, who is not the owner of the animal,
stating that it has received two injections for primary vaccination against equine
influenza, given not less than 21 days and not more than 92 days apart. In addition, a
booster injection must be recorded as having been given within each succeeding 12 months,
subsequent to the second injection of the primary vaccination. None of these injections
must have been given within the preceding 7 days including the day of the competition or
of entry into the competition stables.
The above are the minimum requirements for influenza vaccination. Both primary and
first and subsequent booster injections should be given according to the manufacturer's
instructions which will fall within the stipulation of the FEI ruling. In many cases
booster injections are recommended by the manufacturers and by National Veterinary
Authorites/Regulatory Authorites at intervals more frequent than 12 months.
Sampling for Prohibited Substances, Vet. Regs. Chapter V & VI
and Annex III
Regular sampling is carried out
in CVIOs, Championships and Games, whereas at other CVIs sampling is recommended.
Special Guidelines are applicable for events covered by the FEI’s Medication Control
Programme (Groups I and II only).
Medication Control Program (Groups I & II only): Competitors at CVIs*/CVIs**, CVIOs, Championships and
Games must pay the equivalent of SFr 12.50 per horse per event, regardless of the numer of
competitors who ride the particular horse, to
the Organising Committee towards the costs of the above Program.

Health requirements for the entry of horses: Details regarding special requirements for horses from
outside of the EU are given by the transport handling agent (see below).
9.6 Customs’ formalities: Horse from outside of the EU must be accompanied by an ATA
Carnet.

This
company must be used for importation and re-exportation formalities. Participants are
requested to contact the transportation agent directly regarding any matter on frontier
formalities. Any and all costs for handling frontier formalities are entirely at the
expence of the participant.
10. The FEI Code of Conduct for the welfare of the
horse
The Fédération Equestre
International (FEI) expects all those involved in international equestrian sport to adhere
to the FEI’s Code of Conduct and to acknowledge and accept that all times the welfare of
the horse must be paramount and must never be subordinated to competitive or commercial
influences.
1. At all stages during the
preparation and training of competition horses, welfare must take precedence over all
other demands. This includes good horse manage-ment, training methods, farriery and tack,
and transportation.
2. Horses and competitors must
be fit, competent and in good health before they are allowed to compete. This encompasses
medication use, surgical procedures that threaten welfare or safety, pregnancy in mares
and misuse of aids.
3. Events must not prejudice
horse welfare. This involves paying careful attention to the competition areas, ground
surfaces, weather conditions, stabling, site safety and fitness of the horse for onward
travel after the event.
4. Every effort must be made to
ensure that horses receive proper attention after they have competed and that they are
treated humanely when their competition careers are over. This covers proper veterinary
care, competition injuries, euthanasia and retirement.
5. The FEI urges all involved
with the sport to attain the highest levels of education in their areas of expertise.
11.
Miscellaneous
Complaints (articles 167-171). All complaints to be valid must be made in
writing and accompanied by a deposit of CHF 150.- or equivalent.
Access to stable areas: Decisions regarding details concerning right of access to the
showground and the stable areas of Chef d'Equipe, attendants, longers, grooms, vaulters
and other persons will be made at the Chef d'Equipe meeting on August 31.
Logos. Advertising and publicity (according to art. 136, 1-2). Logos are allowed.
12.
Insurance & Liabilities
The Organiser accepts no
liability of any kind for any reasons. The use of any additional services remain the
responsibility of the participants.
All owners and competitors are
personally responsible for damages to third parties caused by themselves, their employees,
their agents or their horses. They are therefore strongly advised to take out third-party
insurance providing full coverage for participation in equestrian events at home and
abroad, and to keep the policy up to date.
13.
Event’s organisation
In exceptional circumstances,
together with the approval of the Chefs d´Equipe and Ground Jury the OC reserves the
right to modify the schedules in order to clarify any matters or matters arising from an
omission or due to unforeseen circumstances. Any such changes must be notified to all
competitors and officials as soon as possible and they
must be reported to the FEI Secretary General by the Foreign Judge.
14.
Nordic Championships
If vaulters from at least three
of the Nordic countries DEN, FIN, NOR or SWE enter the competition a Nordic Champion will
be elected from each class based on the results from the CVI 2* competiton. Only teams and
individual vaulters from the Nordic countries are eligable.
